No, it would give disproportional representation to heavily populated cities and anybody that lived in a rural area would effectively be ignored (politically speaking) and unable to affect legislation.

A congressional district must be connected geographically or grouped together with adjoining landmass or islands (in the case of islands), by law and legal precedent.
