I believe a Congressman would prefer to be in a safe district where they're guaranteed 65% of the vote as opposed to one where they're guaranteed 95% of the vote. Better still, until an unusual election comes along: a longtime incumbent middle of the road to conservative democrat in a largely (re-aligned) Republican district that has gotten comfortable voting for you.
