Depending on what you mean here, you might be suggestion a governmental violation of the Seventh Commandment (No Stealing) by taking from the "rich" (however you define it) to give to the poor. If a man does not work, let him not eat, the Scripture tells us. This is for those ABLE to work. Those UNABLE (like children, handicapped, mothers of small children) the Scripture commands US to assit them out of charity (love). The welfare system is nothing but legalized plunder and forced "charity" (speaking of legislating morality). However, if this refers to laws against forms of fraud or corporate welfare by which SOME make themselves richer, including crop subsidies, I'd agree.
